Under Windows, the problem may come from the fact that the server has 2 network interfaces, you need to check that the public card (the one used by the clients) appears in first inside "Config panel"->"Manage network connections"->"Advanced"->"Advanced settings"->"Interfaces and connections".

Then, inside theCCM, stop the SIA that embeds the CMS then go to "Properties"->"Startup" tab, select the CMS and click on "Properties", then "Port", and indicates the IP address with the port number (for example : 192.168.1.1:6400).
